Minneapolis FBI alerted to forged immigration documents in 2010

An employee of Lutheran Social Services of North Dakota filed state and federal police reports in 2010 regarding the ordered forgery of federal immigration documents in 2010.

Timothy Charles Holmseth made reports regarding LSSND, and its satellite organization New American Services (NAS), Grand Forks, North Dakota. The reports were made to both the Grand Forks Police Department and Minneapolis FBI.

An employee of LSSND said her supervisor held a document up to the bright window to show her how to trace a refugee’s name from one document onto another. The employee was then told she had to do it to.

The reports alerted law enforcement to widespread document manipulation, theft, and fraud occurring at LSSND.

LSSND and NAS re-locate immigrants and work regularly with documents required by federal agencies including the State Department and Department of Homeland Security.

The fraud and theft was so extensive a college student that once interned at LSSND wrote a specific essay about it as part of a college assignment.

The deception model used by LSSND included partnering with local churches for public donations and office space. LSSND management would steal money and donations from the public.

According to a former employee, money donated by Sharon Lutheran Church for refugees’ mattresses was pilfered by a supervisor. The same supervisor allegedly moved monies from LSSND accounts into her personal checking account.

The fraud and theft was reported to LSSND CEO Robert Sanderson in 2010. Sanderson appeared angry the report was being made and took no action.  

Holmseth has sent a letter (see below) to Special Agent in Charge Richard T. Thornton, Minneapolis FBI, regarding the reports he made in 2010.

This communication is in regards to the present issues surrounding Lutheran Social Services of North Dakota’s refugee program that have been widely reported on in the media.

I also make note the media reported the FBI has been asked to investigate the vandalism and arson at JUBA coffee shop in Grand Forks, North Dakota. 

In 2010 I reported New American Services/Lutheran Social Services (Agency) to the Grand Forks Police Department (GFPD) and Minneapolis FBI.

I reported the Agency to the GFPD because the supervisor was methodically stealing money from Sharon Lutheran Church, as well as allegedly transferring money from the Agency bank account into her personal bank account. I also reported she was stealing donations.

I reported the Agency to Special Agent A.J. Eilermann, Minneapolis FBI. I reported the supervisor overseeing the refugee program was ordering subordinates to forge client’s names on official federal immigration documents. Additionally, the Agency was back-dating case notes regarding refugees.

I was asked to engage in this criminal activity and I refused. I subsequently reported it to Robert Sanderson, CEO, LSSND. I requested a meeting with Sanderson and met with him at the LSSND office in Fargo, North Dakota. He appeared extremely angry with me for reporting the information to him, which I believed was an odd reaction.

I am re-visiting the aforementioned reports because there was a wealth of evidence, as early as 2010, that LSSND and their satellite agency, New American Services, was engaging in widespread deception and corruption within their refugee program.
